You can still use horses that are lower or same level as you, and the unique mounts are always leveling with you, so you don't need the riding skill there. Not sure if this was changed by the Community Patch, but the Riding skill in my game only increases the relative level of horses that can be ridden. For instance while replaying the game with a new High Elf with Forens as deity the Sacred 2: Gold Edition (which already contains the Ice & Blood expansion and its new Dragon Mage class), displayed me the Horse Shoe item within the map that indicates that there's such a merchant in that spot but so far I didn't bother going there mostly because still haven't got the "Riding" part unlocked.
